Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of the DA:
That the Council -
1) notes that the Free State department of local government and housing splurged more than R300 million on building materials which has been deemed irregular expenditure to hide the department's inability to spend money allocated for the building of houses for the poor;
2) further notes that by November 2010, eight months into the financial year, the department had spent only 27% of its development grant meant to address housing backlogs in the province;
3) acknowledges that the Minister of Human Settlements, Mr Tokyo Sexwale, stated that R313 million be removed from the Free State, a so-called underperforming province, to other provinces capable of spending the additional funding; and
4) realises that based on the price of a low-cost house at R54 000 the R313 million could have built 5 700 houses or have been used to complete scores of unfinished houses in the province.
What a poor show! Sies Vrystaat! [Shame on you, Free State!] Come, let's improve the show! [Interjections.]
