Hon Speaker, when the scandal of open toilets was exposed in Rammulotsi, Viljoenskroon, under the Moqhaka Local Municipality, the ANC leadership descended on Rammulotsi in large numbers. They promised the people of Rammulotsi that heads were going to roll. These people believed them. Now, the company, of which the then mayor, Mantebu Mokgosi, is a director, has been awarded the job to build the toilets. [Interjections.]
This is the same mayor who presided over the council of Moqhaka when it blew R9 million on staging soccer tournaments involving professional soccer league teams. [Interjections.]
This is how heads roll according to the ANC. The more inefficient and corrupt you are, the more rewards you get. [Interjections.] If this is not corruption, then the word should be made obsolete. She is being compensated for having ensured that 1 600 open toilets were kept open until she left her mayoral position.
What is more scandalous is that this company is charging R6 500 per toilet, whereas there are two independent contractors who quoted R3 500 for the same job. [Interjections.]
The Moqhaka Local Municipality's technical manager Mr Mike Lelaka's response is more astonishing. He believes that there is nothing wrong with this. [Interjections.] What's worse is that this close-to-double-the-market cost has not been budgeted for. The municipality is going to spend money it doesn't have. [Interjections.]
Cope calls upon the relevant Ministers to take steps to reverse this obvious looting of ratepayers' money in Moqhaka Local Municipality.
We understand, hon Speaker, that the slogan of Mangaung is: Looting continua! [Laughter.] [Applause.]
