Hon Chairperson, on behalf of the DA I move the following motion without notice:
That the Council -
1) notes that, as a result of the refusal of the Gaddafi regime to accept the will of the people of Libya, there has been a brutal civil war that has caused the loss of the lives of thousands of innocent civilians, many seemingly by way of genocide by the Gaddafi regime;
2) also notes that an interim administration is in place in Libya as a replacement for the dictatorial Gaddafi regime;
3) notes that the interim administration in Libya has gained widespread recognition from most North African states as well as many states throughout Africa;
4) further notes with deep concern the refusal of the South African government to recognise the interim administration in Libya; and
5) therefore calls on the South African government to immediately recognise the interim administration in Libya and to make a positive contribution to the democracy that will finally be afforded to the people of Libya after hundreds of years of colonial and dictatorial rule.
Are there any objections to the motion? There are. In the light of the objections, the motion may not be proceeded with. The motion without notice will now become a notice of motion.
