Local Government's bargaining is done through the South African Local Government Association (SALGA), while national and provincial legislatures, as organs of state, do not have bargaining councils. It was not clear why the local sphere of government was excluded. Furthermore, Police is an essential service, as are legislators, yet all three spheres of government and organs of state are governed by the principles set out in Section 195 of the Constitution, and the PSCBC is empowered by the Labour Relations Act.
