The understanding of what constituted the Public Service by the PSCBC differed from the understanding held by the Committee. As such, it was highlighted that the PSCBC only dealt with bargaining for provincial and national government. The only essential services that a bargaining sector/ council was established for was the Police, yet the PSCBC had the power to establish bargaining councils for any sector in the Public Service.
