Dr James graduated the University of the Western Cape with a B.A. Honours (cum laude) and then went on to achieve an M.Sc. and Ph.D. from the University of Wisconsin-Madison, U.S.A. At the beginning of his professional life he served the higher education sector in South Africa, the U.S.A. and the U.K. He has served as director of Sanlam, Media24 and the Africa Genome Education Institute, and is the chairperson of the Cape Philharmonic Orchestra, and the Immigration Advisory Board of South Africa. After spending 12 years as a Trustee of the New York based Ford Foundation, Dr James entered public life during 2008 and was elected to Parliament on 22 April 2009. His areas of policy interests are education, immigration and science & technology. He resigned in June 2017.
