Mr R A Lees (DA-KZN) to ask the Minister of Basic Education:
(1) How many (a) schools and (b) classrooms are required to be
built in KwaZulu-Natal to eradicate the backlog in schools
and classrooms;
(2) (a) how many learners are affected by this backlog, (b)
when will this backlog be eliminated and (c) what will be
the cost of eliminating this backlog?

REPLY:
(1)
a) The data from National Education Infrastructure Management System
(NEIMS) is not based on the number of schools required but rather
by the number of classroom facilities required given the learner
enrolment figures.
b) Based on the 2008 learner enrolment figures in KZN of 2 725 855, a
total number of 8,500 classrooms are needed to eradicate the
backlog. This backlog is the space backlog indicating the number of
additional ordinary classrooms needed in KwaZulu-Natal.

a) An estimated 340 000 learners are affected by this classroom
backlog.
b) The draft implementation plan to bring all schools to minimum
functionality entails eradicating all space backlogs in the country
by 2015. This includes providing all schools with sufficient
classrooms. The achievement of the above is however, dependent on
the availability of sufficient funding to eliminate the space
backlog.
c) At an estimated cost of R250,000 per classroom the estimated cost
to eradicate the space backlogs and inappropriate structures is
estimated at R2.12 billion.
