(1) Whether, with reference to the provision of textbooks for the 2014 academic year, all provinces (a) have submitted plans to her department outlining the details of the textbook procurement process and (b) are required to submit fortnightly monitoring reports; if not, why not; (2) whether all provinces have determined (a) the number of textbooks required to ensure that every child in every grade has his or her own textbook for every subject, (b) the funds required to achieve this goal and (c) the funding shortfall provincially and within school budgets for schools that procure their own textbooks; if not, why not; if so, what are the relevant details in each case; (3) how will funding shortfalls identified by provinces be addressed in instances where such shortfalls preclude the achievement of the goal of every child in every grade having his or her own textbook for every subject; (4) (a) what level of textbook retrieval (i) does her department regard as acceptable and (ii) prevails in primary and secondary schools in each of the provinces and (b) does textbook funding models in each province address the ideal or real retrieval situation; (5) (a) how will her department and provincial departments of education monitor the extent of textbook delivery and (b) will her department utilise such monitoring to report publicly the level of delivery of textbooks versus individual requirements rather than versus the orders placed; if not, why not?
