Ms V van Dyk (DA) to ask the Minister of Communications:
1) (a) How many copies of the publication Portrait of Leader: Nelson
Rolihlahla Mandela (ISBN 978-0-621-42397-6) were ordered and (ii)
produced by the Government Communication and Information Centre (GCIS)
and (b) what was the total cost of the production of this publication
and (iii) breakdown of these costs;
2) (a what is the rationale for the publication and (b) how is it in line
with the core mandate of the GCIS;
3) (a) Who is the intended audience, (b) what is the distribution plan
for the publication, (c) how many copies of the publication have been
disseminated according to the distribution plan and (d) how many
copies remain in storage.
4) (a) Which supplier received the contract to produce the publication
and (b) was the publication procured in full compliance with supply
chain management regulatory requirements; if not, (i) what deviations
occurred and (ii) on what grounds were these deviations? NW758E
REPLY:
Minister of Communications
1) (a) (i) 5Â 000 copies of the publication Portrait of a Leader: Nelson
Rolihlahla Mandela (ISBN 978-0-621-42397-6) were ordered and (ii)
5Â 000 copies were produced by the Government Communication and
Information Centre (GCIS) and
(b) (i) the total cost of the production of this publication was R
302Â 731, 28 including vat. (ii) This included splitting, wrapping
and pelleting, and delivery to the storage facilities.
(2) (A) the publication was commissioned to celebrate the life and
achievements of former President NR Mandela, contextualizing his
participation in the freedom struggle and eventual ascendance to the
Presidency of the democratic South Africa. The publication is a
contribution towards Nation Building, and is an important part of our
shared narrative.
(b) The GCIS is mandated to develop media and communications collateral for
State and Official Funeral by the Funeral Planning Committee. This is in
line with the organisations mandate to disseminate government communication
through publications and advertising.
(3) (a) The intended target for the publication was dignitaries that would
likely attend these included Heads of State and Government, Members of
Executive, South African heads of Missions abroad, Members of Parliament.
(b) The distribution plan is outlined below

c) 2973 number of copies have been disseminated according to the
distribution plan and
(d) 607 copies remain in storage at the Department of Communications. The
distribution store manages distribution of material for the Presidency, as
well as the Ministry of Communications. These reserved publications
wilparil be distributed to The Presidency) President, Ministers in the
Presidency, and the Spousal Office) guests and dignitaries, and, national
libraries on request as their stock require replenishing. It is not cost
effective to reprint publications on demand.
4. (a) Government Printing Works received the contract to produce the
publication and;
(b) this was in full compliance with supply chain management regulatory
requirements; (i) no dividends occurred and (iii) there were no grounds for
deviation
