Mr W F Faber (DA-NC) to ask the Minister of Health:
(1) Whether the Letaba hospital in Limpopo procured a PLX101B Mobile
Camera X-ray machine; if not, what is the position in this regard; if
so,
(2) whether proper procurement processes were followed in this regard; if
not, why not; if so, (a) when was the machine procured and (b) at what
cost;
(3) whether the machine was issued with a (a) service certificate and (b)
licence; if not, why not; if so, what are the relevant details;
(4) whether the machine is fully (a) operational and (b) utilised since
it was procured; if not, why not; if so, what are the relevant
details?

REPLY:
According to the Limpopo Department of Health â
1) Letaba hospital procured a mobile X-ray machine.
2) Yes, proper procurement processes were followed.
a) 26 June 2006;
b) R238,995.00
3) (a) and (b) Service certificate as well as the license for
the machine were not issued because the company that
supplied the camera X-ray machine was not registered with
the South African Radiation Control Board (SARCB).
4) (a) The machine is not operational and has not been utilized
since it was procured because the certificate and the license
were not issued.
The following should be taken note of regarding this matter:
⢠The machine has been taken to the National Department of
Health (Radiation Control Unit) for safe-keeping whilst
issues around it are being sorted out;
⢠The Department decided to suspend the contract with the
company until such time that they provide a certificate and
license for the machine;
⢠The companyâs failure to provide the required license for
the machine led to the termination of the contract by the
Provincial Department;
⢠The company decided to lay charges against the Department,
claiming damages;
⢠The Department laid a counter-claim against the company to
recover the money that was already paid to the company;
⢠The case/matter is pending in the North Gauteng High Court.
The date for the hearing is 10 April 2013.
