Mr W F Faber (DA-NC) to ask the Minister of Health:
(1) (a) When was the tender for the construction of the gynaecology ward
at the Letaba hospital in Limpopo awarded, (b) to which construction
company was the tender awarded, (c) when is the construction expected
to be completed and (d) what was the original contract value;
(2) whether his department overspent on the original contract value; if
not, how was this conclusion reached; if so, what are the detailed
additional costs incurred;
(3) whether the project experienced any delays; if not, how was this
conclusion reached; if so, (a) why and (b) when will the ward be fully
operational?

According to the Limpopo Department of Health,

The construction of a gynaecology ward at Letaba Hospital was part of
a tender awarded as Contract package A2, which involved the
construction of the following: completion of new gynaecology ward and
connection to walkways; existing nursesâ residence and new orthotic
and prosthetic centre; extension of existing walkway; and alterations
and additions to nursesâ residence and workshop; general maintenance
and upgrading of existing staff housing.
2) The Department overspent on the original contract value. The
difference between the original contract value and current value
(R1,039,342) is due to price escalations following the appointment of
a new contractor.
3) (a) The project experienced delays. The original contractor
âMajeke Trading Enterprise JVâ was terminated on 12 May 2009 due
to poor performance. A new contractor âMaphutha Building
Constructionâ was appointed in September 2009. The project was
granted an extended completion date due to inclement weather
conditions and delayed payments.
Despite the above, the contractor still could not
finish/complete the project within the revised duration.
Consequently penalties are being effected as he progresses with
the project.
(b) The ward will be fully operational by the end of September 2012.
