Mr M J R de Villiers (DA-WC) to ask the Minister of Health:
(1) With regard to performance management agreements of senior managers,
(a) how many (i) were supposed to submit their agreements, (ii)
submitted their agreements, (iii) are still outstanding to date, (b)
what are the (i) relevant details and (ii) reasons for the failure to
submit performance agreements on time;
(2) whether his department has put any mechanisms in place to ensure that
all performance agreements are being submitted; if not, why not; if
so, what are the relevant details?

REPLY:
(1) (a) With regards to performance management agreements of
senior managers â
i) Seventy nine (79) members of the Senior Management Service
(SMS) were supposed to submit their Performance
Agreements;
ii) Of these 79, seventy two (72) SMS members submitted their
performance agreements;
iii) Seven (7) performance agreements are outstanding to date.
(b) (i) The Director-General has formally written to all officials
who have not submitted their Performance Agreements.
(ii) Failure to submit performance agreements on time is a
consequence of the variable time it takes for an
employee to reach an agreement with a supervisor on the
key areas that should be assessed during the reporting
period.
(2) The Department has embarked on an extensive review of the Performance
Management & Development System (PMDS). This includes a creation of
unit dedicated to monitor the implementation of PMDS. The mechanisms
that have been put in place are aimed at going beyond compliance
issues but also ensuring that an alignment exists between Performance
Agreements and the NSDA, the Strategic & Annual Performance Plans.
This is a huge step in ensuring that the performance of the
organization is aligned with the performance of the individual SMS
members. Furthermore, an in-house electronic-appraisal system has been
developed, that will assist in monitoring the implementation of PMDS.
