(INTERNAL QUESTION PAPER NO. 38)
Mr M J R de Villiers (DA-WC) to ask the Minister of Health:
(1) Whether his department will conduct performance and monitoring
assessments of all senior management services members in respect of
their (a) competency and (b) abilities in the posts they are placed;
if not, why not; if so, what are the relevant details;
(2) whether his department has put any measures in place to rectify the
identified inadequacies in competency levels; if not, why not; if so,
what are the relevant details?

REPLY:
(1) (a) & (b) Yes, in line with Chapter 4 of the SMS handbook, the
department will conduct performance and monitoring assessments
for SMS members. Chapter 4 clearly indicates that performance
assessments need to be viewed as a tool to be utilized for
measuring and determining the level of performance against set
or predetermined goals as contained in the respective
Performance Agreements. Furthermore, any skills gap that will
be determined during the appraisals will be attended to as a
part of the implementation of the personal developmental
plans.
(2) Yes, the department has put in place performance re-view sessions as
a means of identifying skills gaps in areas where performance is below
than what is expected. In line with the Skills development strategy,
the identified skills gaps are then addressed through training and
development interventions.
