805. Mr D A Worth (DA-FS) to ask the Minister of Labour:
(1) Whether the achievements of the National Economic Development and
Labour Council (Nedlac) with regard to its participation in the
dialogue with labour and civil society have been satisfactory; if not,
why not; if so, how was this conclusion reached;
(2) Whether Nedlacâs operational costs of R17, 2 million for the 2011-12
financial year is commensurate with its performance; if not, why not;
if so, how was this conclusion reached?
Minister of Labour replied:
1) I hope the Honourable member understands that the process of social
dialogue is a complex processes in nature. You have parties with
different mandates seeking to reach consensus. Now and then during the
process the parties have to seek new mandates from their
constituencies. At times the National Economic Development and Labour
Council (NEDLAC) do not reach its timeframes; it is understandable
given the nature and complexity of social dialogue. However, it is by
agreement partiesâ extent the timeframes. Yes, the achievements of
NEDLAC with regard to its participation in the dialogue with labour
and civil society are satisfactory.
2) Yes, the operational cost of R17, 2 million for 2011/12 financial year
is commensurate with its performance. When one looks at the annual
report of NEDLAC 2011/12, the honourable member will see for himself a
number of initiatives and policies that were tabled before NEDLAC, the
targets and achievement reached by NEDLAC. I truly encourage the
honourable member to look at this annual report to understand and
appreciate the magnitude of NEDLACâs work.
