12. Mrs B L Abrahams (DA-Gauteng) to ask the Minister of Police:
(1) Whether the SA Police Service court clerks in Bloemfontein who served
on a part time basis for up to 10 years enjoy the full entitlements
in the calculation of their benefits prior to being permanently
employed; if not, why not; if so, what are the relevant details;
(2) whether their appointment on salary level 3 will be reviewed given
their years of service and current responsibilities; if not, why
not; if so, what are the relevant details;
(3) whether they were consulted before any changes in their job
descriptions were effected; if not, why not; if so, (a) how many
times were their job descriptions changed and (b) what are the
further relevant details?

REPLY:
(1) The SA Police Service court clerks in Bloemfontein who served on a
part time basis prior to being permanently employed, were entitled
to and remunerated in terms of fixed daily tariffs as prescribed by
the DPSA. The temporary employees who performed duties on a regular
basis were, as a once off concession during 2008, offered the
opportunity to be permanently employed and the prescribed fixed
daily tariffs were taken into account to determine the appointment
level of the employees. Temporary employees who met the criteria and
who accepted written offers and the conditions for employment were
permanently appointed with effect from 1 December 2008.
(2) One of the conditions for permanent employment was that a temporary
employee will be appointed on salary level 3, irrespective of the
qualification / experience of the temporary employee. The employees
were provided with written offers, stipulating the appointment
salary level, which they accepted and their appointment on salary
level 3 will therefore not be revised. Employees who aspire to
progress to higher levels have to apply and compete for advertised
posts.

(3)(a) and (b) The temporary employees were appointed as security
officers. Their permanent appointment did not necessitate
that they be utilized on a full time basis as security
officers and they were subsequently placed in
administrative related posts where a need existed.
Consultation processes were followed prior to changes in
their job descriptions were effected.
