475. Mr M W Makhubela (COPE-Limpopo) to ask the Minister for the Public
Service and Administration:
With reference to his departmentâs 2009-10 Annual Report regarding the
revision of the Public Service salary structure, (a) how was the
structure revised and (b) what has been the outcome? CW584E
REPLY
a) The changes to the Public Service salary structure were agreed to in
PSCBC Resolution 3 of 2009, and were implemented with effect from 1
April 2009. The revision to the salary structure entailed â
⢠reducing the number of notches per salary level from 16
notches to 12 notches;
⢠an increase in the difference between the notches from 1% to
1.5%; and
⢠introduced a grade progression model that provides for
employees that meet qualifying criteria to progress to the
next higher salary level.
b) The revised salary structure provides for improved salary
progression opportunities and it has the following benefits -
⢠Higher annual pay progression of 1.5% based on satisfactory
performance;
⢠Allows employees to progress to the next higher salary
level by recognising years of service and performance;
⢠Promotes performance as employees who consistently perform
above satisfactory may progress sooner by means of
accelerated grade progression; and
⢠Prevents employees from job hopping.
