476. Mr M W Makhobela (COPE-Limpopo) to ask the Minister for the Public
Service and Administration:
Whether, with reference to the 2009-10 Annual Report, his department
has any plans in place to speed up the slow turnaround time for
filling of vacanciesin his department; if not, why not; if so, what
are the relevant details? CW585E
REPLY:
The department had developed and approved a desired structure on 31 May
2010. The desired structure reflected both funded and unfunded posts.
During the course of the year the department was successful in filling
the majority of its funded vacancies.
The National Treasury has allocated funds to the department to increase
capacity in the next financial year. The department has prioritized
critical posts to be classified as funded and to be filled with immediate
effect. The process of filling these posts will commence in January 2011
with the view of making appointments with effect from April 2011, linked
to the financial year.
The department is also in the process of capturing only funded posts on
the PERSAL system, thereby giving a true reflection of the vacancy rate
in the department. This exercise will be completed early in the new year.
