3190. Mr D A Kganare (Cope) to ask the Minister of Rural Development and
Land Reform:
1) Whether, with reference to his reply to question 2205 on 25 September
2012, the specified land claim was settled by the end of October 2012;
if not, why not; if so, what are the relevant details;
(2) whether the beneficiaries were informed; if not, why not; if so, what
are the relevant details?

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:
1) No. The office of the Regional Land Claims Commissioner: Free State
(RLCC: FS) needed to conduct further research on the claimed land due
to lack of information relating to the history of dispossession from
the claimants.
2) Yes, a meeting was held between the officials of the RLCC: FS and the
beneficiaries on 2 August 2012 for the purpose of collecting oral
evidence in relation to how the dispossession took place. The
evidence emerged that Ms Maria Senoga and her 3 late children lost
rights in 1918 when a certain Mr Flanagan erected a fence on their
farm and left the family with a small portion. This made it impossible
for the family to continue with agricultural activities on the farm.
The beneficiaries further informed the officials that the rights lost
during the dispossession were ploughing, grazing and residential
rights.
