Mr W F Faber (DA-NC) to ask the Minister of Sport and Recreation:
(1) In light of the Auditor-Generalâs report that provinces have not
surrendered their unspent funds to the National Treasury;
(a) What has happened to these funds?
(b) When will these funds be surrendered and
(c) What corrective measures have been put in place to prevent this
problem from recurring?
(2) Whether his department has taken any action against the three
provinces that did not submit their financial reports on time? If not,
why not? If so, what action in each province? CW558E
REPLY:
(1)
(a) The unspent funds of the Mass participation DORA grant were
eventually surrendered to Department of Sport and Recreation South
Africa (SRSA) although it was after the deadline of 21st May 2010.
(b) The funds were surrendered as follows;

(c) A letter of reminder will be sent to the provinces indicating
the due date for surrendering of funds in early May 2011.
(2) Three provinces submitted their monthly reports after the 15th as
stipulated in the Division of Revenue Act Framework. The affected
provinces are Mpumalanga (May 2009 report), Western Cape (March 2010
report) and Gauteng (June 2009, July 2009 and March 2010 reports).
A letter of warning signed by the Director-General was sent to the
provincial Head of each Department indicating that if non-compliance
is not resolved, the funds will be withheld. Currently the Finance
Unit is sending an e-mail reminder on the 10th of every month to
ensure that provinces submit report by the 15th.
