Mr M G P Lekota (Cope) to ask the Minister in the Presidency: Performance
Monitoring and Evaluation as well as Administration in the Presidency:
(1) Whether the Government is setting aside any budget to accommodate the
approximately 2.8 million young persons that are unemployed and not in
any institution of learning (details furnished); if not, why not; if
so, what are the relevant details of this budget;
(2) (a) what action has he taken in respect of such youth, (b) who were
the key drivers of Governmentâs initiatives, (c) how many of the
unemployed youth were being catered for, (d) what progress was made
during the period 1 January 2011 up to the latest specified date for
which information is available and (e) who was evaluating Governmentâs
success in this regard?

REPLY:
1. All government departments are expected to include in their planning
issues of youth development and to ensure that in spending their
budget allocations, they should direct some of their spending to youth
development project.
However, with the establishment of the National Youth Development
Agency with a mandate of youth development which amongst other
things include addressing the plight of unemployed youth and out of
school youth the government has allocated the following budget for
youth development through the NYDA.
2009/2010 R249 Million
2010/2011 R369 million
2011/2012 R 384 Million
However the NYDA has always argued that the allocation made to the
NYDA is not sufficient given the magnitude of the mandate given to it
by the NYDA Act and given the vast number of challenges faced by young
people in the country.
1)
a) The following programs have been developed by the NYDA to address the
plight of the unemployed and out of school youth;
Enterprise Development
⢠SME Finance Loan - Business loans ranging from R100 001 to 5 million.
⢠Micro Finance Landing - Business loans ranging from R1000 to R100 000,
⢠Group Landing - business loans ranging from maximum of R5000 per group
and maximum of R1000 per member
⢠Co-operatives â the entrepreneurs unite voluntarily to meet their
common social, cultural and economic needs and aspirations through a
jointly owned and democratically controlled enterprise, organised and
operated on co-operative principlesâ.
Business support
⢠Volunteer Business Mentoring Programme - provides opportunity for up-
and-coming young entrepreneurs to benefit from the knowledge and skills
of seasoned volunteer professionals and entrepreneurs whom they would
not normally have access to.
⢠The Business Consultancy Services (Voucher) Programme - offering young
entrepreneurs access to business development support services such as
bookkeeping, marketing, tendering support, website development and more
for just R200.
⢠The Business Opportunities Support Services (Market Linkages) -  links
young entrepreneurs to emerging procurement opportunities in the
private and public sector
Business skills development
⢠Entrepreneurship Development Programme - create entrepreneurship
awareness and providing business skills training to aspiring an
existing young entrepreneurs aimed at enabling them to establish or
expand their enterprises.
Business Support
⢠Community Development - facilitate and identify opportunities within
rural communities with a bias towards rural communities to empower
them to take full advantage of potential opportunities; through the
provision of capacity building interventions and/or access to financial
and non-financial support to enhance their livelihoods
Skills and development
⢠Skills and development â Ensure that all young people attain their
National Senior Certificate or equivalent qualification with practical
and economically valuable skills, Provide out of school youth with
skills that would enable them to compete in the open labour market,
Increase the prospects for further learning, personal development and
employment, To identify and link unemployed youth to emerging
employment opportunities, and Life skills and job preparation training
provided to unemployed young people.
⢠National Youth Service Programme - provides a long-term and effective
means of reconstructing South African society whilst simultaneously
developing the abilities of young people through service and learning
⢠Centre for Youth Development Practice - Facilitate the development of a
regulatory framework and the establishment and resourcing of regulatory
body for youth work
The NYDA has embarked on a process of collating information on what other
organs of state, i.e National Departments, Provincial departments,
municipalities and other entities are doing in their space to address
issues of youth development and this report will be finalised in the next
year. This is in line with the requirements of the NYDA Act which requires
that the NYDA compiles a report on the status of youth in the country for
the president every three years.

(c) For youth development interventions implemented by the NYDA for the
following performance applies for the 2010/2011 financial year as per
audited financial statements:

(d) For the NYDA, audited information is only available up to 31st March
2011 which is what has been provided above. The next audited information
will be available after the audit for the 2011/2012 financial year.
(e) The ministry for Monitoring and Evaluation within the presidency is
responsible for the evaluation of government performance. In the case of
the NYDA the Auditor General also reviewed the performance information of
the NYDA for the year 2010/2011.
