The Leader of the Opposition (DA) to ask the Minister in the Presidency:
Performance Monitoring and Evaluation as well as Administration in the
Presidency:
(1) What has been the total cost of hosting the National Youth Convention
hosted from 5 to 7 August 2011 in Kimberley with regard to (a) venue
hire, (b) accommodation, (c) travel, (d) catering, and (e)
entertainment;
(2) (a) what amount was received from (i) national, (ii) provincial and
(iii) local government and (b) which specified (i) organisations, (ii)
state entities and (iii) persons made any form of donation to the
event;
(3) whether any speakers addressed the convention; if not, why not; if
so, (a) who and (b) what was the topic of each specified person's
address;
(4) what have been the outcomes of the event;
(5) whether a report has been submitted to the Presidency regarding
the outcomes; if not, why not; if so, when will it be tabled in
Parliament?

REPLY:
(1) National Youth Convention breakdown budget below:
⢠Venue hire: R18, 200-00
⢠Accommodation (c) Travel: R1, 603, 330-08.
⢠Catering: R559, 527-81; and
⢠Entertainment: R67, 000-00
(2) There was no form of donation except that government officials were
suppose to pay for their accommodation and travels.
(3) The Convention was addressed by different Speakers mainly from
government departments. They were tackling topics that relate to their
department mandate but have implication on thematic areas of IYDS. Most of
the addresses were responding directly to specific areas of the draft IYDS
that was sent to them prior the convention. Below are speakers that address
the convention:
⢠The Minister of Public Service and Administration Honourable Baloyi
gave a keynote address of the convention.
⢠The Minster in the Office of the Presidency Honourable Collins Chabane
gave an official opening of the convention.
⢠Honourable Mayor Councillor James E Olgivie addressed the Gala Dinner
of the Convention.
⢠Department of Defence was represented by Professor Sipho Seepe and
gave address on National Youth Service.
⢠National Planning Commission was represented by Pascal Moloi gave a
perspective on planning concerning youth.
⢠The other departments that presented are Energy, Labour and Eskom.
(4) The event marked the final consultation with the youth sector, which
tried to bring all role players in their different formations to input on
the IYDS. The outcome of the event was a draft IYDS that was endorsed by
the youth sector.
(5) Both the Report of the Convention and draft IYDS that incorporated the
convention inputs were presented to NYDA Board. The Board accept the report
and approved the draft IYDS as NYDA document. The draft IYDS was formally
submitted to office of the Minister in Presidency 07 October 2011.
