326. Mrs E C van Lingen (DA-EC) to ask the Minister of Water and
Environmental Affairs:
(a) What are the details with respect to all water use licenses in
each local municipality in the Chris Hani District Municipality, (b)
how do these licensing issues affect bulk supplies in each
municipality, (c) which communities are without water in each
municipality and (d) what (i) plans and (ii) budgets are in place to
rectify the problems in each municipality? CW428E

REPLY:
(1)(a) The details with respect to all water use licenses in each local
municipality in the
Chris Hani District Municipality are attached as Annexure A.
(1)(b) The licensing of water use is not affecting bulk supplies in the
Eastern Cape municipalities as the water use license backlog has
been eradicated. The Department regards all municipal applications
as strategically important water uses thus the Department
prioritises the water use license applications from the
municipalities in recognition of the financial implications of
project funds and the need to expedite service delivery.
Currently, the Departmentâs Eastern Cape Regional Office has only
two water use license applications from the Chris Hani District
Municipality that must still be processed and two water use
license applications that have been finalised and recommended for
issuance.
(1)(c) Attached Annexure B, reflects the status of service backlogs
within the Chris Hani District per local municipality.
(1)(d)(i) The Chris Hani District Municipality has taken proactive action
to develop a strategy and plan for water backlog eradication. The
Chris Hani District Municipality is currently implementing a
programme of infrastructure development with the aim of
eradicating water and sanitation backlogs in the District. This
programme is based on eradicating backlogs in a number of
geographical âclustersâ.
The first activity in this programme was to identify, quantify,
cost and cluster all the water backlogs into nine regional water
supply schemes. A provision for planning and design for the
identified clusters was made in the budget for the 2006/07
financial year and subsequently proposals from the professional
service providers were invited through the procurement processes
in June 2007.
The professional service providers for the nine clusters and Xonxa
bulk water supply were subsequently appointed in February 2008 and
have already submitted their scoping reports, which showed a
significant increase from what was initially estimated (i.e. from
R717 million to R1.7 billion). The initial cost estimates were
based on feasibility studies that were completed in 2005 and now
the new estimates are based on the current costs and more detailed
design information.
The professional service providers have prepared environmental
impact assessments, municipal infrastructure grants registrations,
water use permits, community mobilisation, surveys and designs.
Construction has now commenced in almost all clusters and a total
number of 66,440 households (excluding Xonxa and Middelburg which
will take care of the remaining households) are to be served under
this programme.
(1)(d)(ii) The planned projects and budgets that are aimed at
eradicating the water backlogs are attached as Annexure C.
