With reference to the presentation by the National Conventional Arms
Control Committee (NCACC) on 2 September 2009, (a) how many applications
for permits were subject to dual controls by the NCACC and the National
Prosecuting Authority (NPA), (b) how many export permits were (i)
authorised and (ii) refused with regard to every specified case that was
subject to dual controls and (c) what (i) was the name of the importing
state, (ii) was the category of the conventional weapons, (iii) was the
type of conventional weapons, (iv) was the quantity of conventional
weapons, (v) was the value of the conventional weapons and (vi) were the
reasons for which export permits were authorised or refused in the 2008-09
financial year?
REPLY:
a) The National Prosecuting Authority (NPA) does not control
conventional weapons.
b) The total number of export permits authorised and issued in 2008 is
2965 to the value of R5,8 billion. In view of the fact that no
refusals were granted, all the other sub-questions within this
parliamentary question do not arise.
c) The importing countries in respect of the above authorised permits
were Algeria, Angola, Argentina, Australia, Angola, Azerbaijan,
Bahamas, Bangladesh, Belgium, Botswana, Brazil, Brunei Darussalam,
Bulgaria, Burkina Faso, Burundi, Cameroon, Canada, Chad, Chile,
Colombia, Czech Republic, Denmark, Ecuador, Egypt, Ethiopia, Finland
France, Georgia, Germany, Ghana, Guinea, Hungary, India, Indonesia,
Iraq, Ireland, Italy, Japan, Jordan, Kenya, Kuwait, Lebanon,
Lesotho, Libya, Macedonia, Madagascar, Malaysia, Mauritius, Mexico
Namibia, Netherlands, New Zealand, Niger, Nigeria, Oman, Pakistan,
Peoples Republic of China, Peru, Philippines, Poland, Republic of
Congo, Republic of Korea, Romania, Russian Federation, Saudi Arabia,
Senegal, Singapore, Slovak Republic, Slovenia, Somalia, Spain, Sri
Lanka, Sudan, Swaziland, Sweden, Switzerland, Syria, Taiwan,
Tanzania, Thailand, Turkey, Uganda, United Arab Emirates, United
Kingdom, United States of America, Venezuela, Vietnam and Zambia.
The categories varied from A to G and the permits were authorised in
line with the provisions of Section 15 of the National Conventional
Arms Control Act No. 41 of 2002.
