(a) the Head of the [Directorate] Bureau, [who shall be a Deputy National Commissioner appointed by the Minister in concurrence with Cabinet;] appointed by the President upon the recommendation of Parliament and who shall be appointed at the rank of a Director-General; (b) persons appointed by the [National Commissioner on the recommendation of the Head of the Directorate] Head of the Bureau on the basis of the required level of experience, training, skills, competence or knowledge; (c) an adequate number of [legal officers] experienced prosecutors qualified to lead investigations appointed to the [Directorate] Bureau; and (d) officials from any Government department or institution, seconded to the [Directorate] Bureau in terms of laws governing the public service. (3) The Minister shall report to Parliament on the appointment of the Head of the [Directorate] Bureau.
