It was reiterated that the sale of houses, especially to foreign nationals, served as a major challenge to the municipality. In addition, some people were living in hazardous areas such as under Eskom power lines, as well as railway lines. Some of the completed units were illegally occupied by the youth in the area. Funding was also a challenge as R180 million was required to complete the top structure.
