. The majority of municipalities were not committed to the Farm Worker Assistance Programme as required by the National Housing Code. There was no specific programme to manage farm evictions. . Although funding provisions have been made to support the rectification programme, a lack of commitment by the province was observed. There are, in fact, quite a number of poor-quality houses, e.g. Mandlenkosi, Rustdene, and partly Hillside 1 in Beaufort West and Joe Slovo, Khayelitsha Ward 2 and Ward 12 in Mossel Bay. . The illegal occupation or invasion of houses occurred in the Paarl area. . In De Doorns privately-owned land was occupied by foreign nationals from Lesotho, which created an additional burden on municipal resources. The communities extended their shacks along river bank and flood lines and have no access to basic services, thus resulting in illegal connections and environmental degrading. . Lack of public participation in some municipalities. . Slow registration and handover of title deeds. . Reluctance of the province to provide basic services to forestry villages, e.g. Knysna. . Change in economic status of a beneficiary remained a critical challenge; hence the approval of subsidies took too long and therefore affected the beneficiary negatively. . Some municipalities have not benefited from the Enhanced Discount Benefit Scheme programme, e.g. Knysna. . Some municipalities have quite a number of serviced sites that have not been developed for a long time, e.g. in De Doorns with approximately 1 000 sites. . Most policies were not adhered to, such as the Housing Act of 1997, as amended, that prohibits beneficiaries to sell their houses before the period of eight years. . Environmental Impact Assessments (EIAs) hindered the delivery of houses as it took almost four years before they were approved. . The municipalities on the Garden Route were struggling to deliver houses as it was costly to build due to steepness of the land and forests. Those in the Karoo also struggled due to rocky surfaces and scarcity of water. . Scarcity of well-located land also hindered the delivery of houses. The Housing Development Agency was not yet visible or assisting. . In the province the ASLA contractor seemed to be receiving the majority of projects irrespective of reported unaccepted performance in most areas. It has been alleged that ASLA changed its name at various stages yet the board of directors was alleged to have remained the same. . Racial divides were repeatedly reported by the communities and the councillors in Mossel Bay, George and in Scottsdene. . The management and coordination of the beneficiary list remained a serious challenge.
