Phase 1 units in Bloekombos: houses were of poor quality. Roofs leaked when it rained. . Phase 4(b) plots were too small, and subsequently could not accommodate the construction of 40 m sized units. . During phases 1 and 2, about 10 000 backyard dwellers were promised houses, which to date had failed to materialise. . The community suggested that the municipality should construct houses on the land set aside for the racecourse, since the latter was not regarded as a priority. . Backyard dwellers were struggling to use inside the house toilets at night and were forced to use buckets. . Some tenants' backyard dwellers were exposed to unfair evictions by their landlords. . During December 2009, provincial and City representatives visited the area but could not address the community's concerns. Instead, the community was informed that due to budget constraints, no developments were planned for the area. . Government was not adhering to its black economic empowerment (BEE) policies. As such, building materials were often sourced from white- owned companies, while black-owned businesses remained unsupported. . People in informal settlements grouped themselves and joined a PHP project, which later disappeared. The project built poor quality units that were falling apart. . The process of transferring deeds was very slow, and the community subsequently requested intervention from the delegation. . A school was constructed some distance away from houses. This situation posed a safety risk since it was not safe for learners to cross roads by themselves. . Poor communication was regarded as a challenge, since the community was only informed the previous a day about the visit by the Portfolio Committee. . The community appealed to Parliament to assist and provide leadership where necessary in order to address their challenges, since they perceived housing delivery as slow and unfair.
