It was of concern to the Committee that apparently until a few months ago convicted offenders were kept in the cells in order to clean them. This is clearly not in line with the law. The cell register was not well kept. While the register stated that it had been visited hourly on the day of the visit, it was clear that this had merely been a head count as no attention had been given to remove empty containers and other debris from the cells. The Warrant Officer stated that he had done a random visit the previous day to check on conditions in the cells and to search detainees but no record of this visit was contained in the Occurrence Book. The Occurrence Book is not inspected. Two detainees could not be accounted for according to the figures that were given to the Committee with regard to the number of detainees in the cells and those that had been taken to court. There had been an escape from the cell in the past year, where a detainee had escaped on the way to the court.
