The conditions of the cells were appalling and it was clear that they had not been inspected that morning. The Warrant Officer in charge could not say when they had last been cleaned, prior to that morning. Despite the presence of frantically working cleaners, they were filthy, and many of the cells contained cigarette butts (indicating that detainees are routinely smoking in the cells), discarded food in plastic bags including cool drink bottles and takeaway wrappers clearly from outside of the station, and ingrained dirt that would require industrial cleaner to remove. Many of the lights were not in working order, toilets were blocked and some of these toilets had apparently been defective for at least two months. The lifts to the cells were broken. The defect register could not be found, and the Committee was told that it does not in fact exist.
