[Chairperson, in 2004, the Social Assistance Act, Act 13 of 2004, was approved by the hon President. Seven years later this Act still cannot be implemented because the provisions for the inspectorate in terms of this legislation have not been put in place. When will the provisions of such an important piece of legislation be put in place so that implementation can take place in order to utilise it completely and make it fully functional? When will the executive director, who must serve as the head of the inspectorate, be appointed? Amendments need to be made from time to time to enable systems to operate, but to sign such important pieces of legislation and then store it in the archives does not in any way bring about prosperity or hope for the poor in particular who so heavily depend on us.] In regard to the National Development Agency, monitoring assistance and evaluation of NDA projects remains a great challenge. Financial support must reach projects in time to ensure sustainability. Regular monthly or quarterly reports are a necessity, so as to enable the department to ensure that they get value for money and that goals set are reached. We are concerned about the fact that the NDA failed to achieve the target of splitting administrative costs and the costs for the core mandate.
