Chair, we always strike a balance between the interests of people who are selling goods and services and that of the consumers. Our department cannot only protect the interests of the sellers at the expense of the rights of the consumers. In the event that any part of legislation has unintended consequences, we need to stipulate which part of the legislation is subjecting a seller to unintended consequences. (1) Whether land returned to claimants in the rural areas is registered to the amakhosi (chiefs) and/or to specific persons; if not, what is the position in this regard; if so, what are the relevant details;
