Financial constraints during the financial year 2008/09 allegedly impacted on key aspects of the Commission's human resource management. The staff vacancy rate stood at 48.44 per cent whereby out of 64 posts only 33 were filled. The highest vacancy rate was found in levels 6 - 8 with 77.8 per cent followed by levels 9 -12 with 55 per cent, levels 3 - 5 with 20 per cent and levels 13 - 16 with 11.1 per cent.
