Challenges facing municipalities and provinces in fostering integrated planning

(1) Whether his department has undertaken an assessment in respect of some of the challenges facing municipalities and provinces in fostering integrated planning between municipalities and provinces; if not, what is the position in this regard; if so, how is his department planning to address these challenges to ensure that policies, principles and programmes of municipalities and provinces are informed by national priorities;
(2) whether he will consider sending such assessment and/or report to the National Council of Provinces by 2010; if not, why not; if so, what are the relevant details? Whether, since taking office, he had discussions with the Minister or the Department of Co-operative Governance and Traditional Affairs on the interface of the mandate of the Commission regarding issues of (a) national planning and (b) the development of Integrated Development Plans (IDPs) by municipalities; if not, (i) why not and (ii) how does he plan to link these two processes; if so, what are the relevant details?
