What does the Memorandums of Understandings that was signed with (a)
Zimbabwe and (b) Namibia entail? CW509E
Minister of Labour replied:
A Memorandum of Understanding between the Government of the Republic of SA
and the Government of the Republic of Zimbabwe on co-operation in the
fields of Labour and Employment was signed on 27th August 2009.
The memorandum of understanding includes the following forms of co-
operation:
a) Joint co-operation between the Ministry of Labour and Social Services
of Zimbabwe and the Department of Labour of South Africa within relevant
regional and international organisations; and
b) co-operation and discussions on amongst others-
i. Labour dispute resolution and social dialogue
ii. Labour law reform
iii. Social security
iv. Employment services
v. Beitbridge labour migration centre
vi. Joint technical task force on occupational and safety and asbestos
and
vii. Facilitation of the interface between the ex-Zimbabwean migrant
workers in gold mines of the Republic of South Africa and their
previous employers or the ex-employing agencies.

Minister of Labour replied:
REPUBLIC OF NAMIBIA
A Memorandum of Understanding between the Government of the Republic of SA
and the Government of the Republic of Namibia desirous of promoting and
developing exchanges and cooperation in the field of labour on the basis of
equality, mutual benefit and reprocity was signed on 20th October 2008.
The Parties undertook to co-operate in the following areas:
Areas of cooperation:
a. Dispute resolution mechanisms and institutions
b. Social dialogue;
c. Productivity;
d. Labour inspections and employment services;
e. International relations;
f. Employment equity; and
g. Labour law reform
Co-operation may include the following:
a. Exchange of visits at Ministerial level
b. Exchange of visits by senior officials and study groups in specialized
fields
c. Exchange of experts in the social dialogue and dispute resolution
institutions of both countries
d. Exchange of experts, materials and information
e. Training on labour inspection and employment services, productivity,
employment equity and labour law reform
f. Coordination of respective positions in the South African Development
Community (SADC), African Union (AU) Labour and Social Affairs
Commission and the International Labour Organisation (ILO) and on
labour issues in the area of trade agreements and ;
g. Such other cooperation as may be agreed upon by both Parties.
