Chairperson, I hereby give notice that on the next sitting day of the Council, I shall move:
That the Council -
1) notes that one of Cope's self-proclaimed presidents, Mbhazima Shilowa, who not so long ago was elected as president by a faction of Cope, is being tormented by a faction of his party rivalry with court action to recover R72 000 of legal costs incurred during the many court shenanigans between the two self-proclaimed presidents in the party's short life;
2) further notes that Shilowa, who has reportedly been fired from the party and interdicted from claiming co-leadership of Cope, poured scorn on and dismissed the threat that he will lose his house or the contents of his house if he fails to pay up the legal costs relating to the party's controversial and chaotic policy conference in May last year when he was elected president under a tree; and
3) takes this opportunity to appeal to the few remaining members of Cope who still brandish themselves as Cope members and leaders to come back to the ANC where they belong and avoid the petty little squabbles between their two presidents.
Chairperson, I hereby give notice that on the next sitting day of the Council, I shall move:
That the Council -
1) notes with serious concern the inability and failure of Transnet to release huge tracts of land for the purposes of building houses for communities that are currently living in hazardous areas such as wetlands and land not fit for human habitation;
2) further notes that the failure of state enterprises and private land owners to release land exacerbates the housing crises in many parts of the country; and
3) takes this opportunity to call on the Ministers of Public Enterprises and for Co-operative Governance and Traditional Affairs to work with provinces to undertake an audit of state land that could be used for the building of houses for our people and create a national dialogue for partnerships to respond to the housing shortages facing our country.
Chairperson, I hereby give notice that on the next sitting day of the Council, I shall move:
That the Council -
1) notes with serious concern reports that suggest that the Department of Safety and Security is facing claims for damages amounting to R6,7 billion, while more than R190 million was paid in damages for assaults, shootings and police actions during the 2005-06 and 2009- 10 financial years;
2) further notes that the reports of the massive claims that the state is paying as a result of shootings, beatings, torture, wrongful arrests, harassment and assaults to suspects and individuals come in a week that three protesters were allegedly shot and killed by police during violent protests in KwaDukuza in KwaZulu-Natal this week; and
3) takes this opportunity to call on the Minister of Police to investigate concerns about the sudden surge in cases of police brutality in our country.
Hon Chairperson, on behalf of the DA, I hereby wish to give notice that on the next sitting day of the Council, I shall move:
That the Council -
1) notes that the election of office bearers in Koukamma was riotous and involved intimidation by a large number of ANC members, and the municipal manager did not maintain order in the council meeting, causing a delay of more than an hour, and the disorderly crowd was not dispersed from the chambers;
2) further notes that the election of office bearers was found illegal by a show of hands, totally ignoring the conditions of the Local Government: Municipal Structures Act, Act 117 of 1998, Schedule 3 "Election of Office Bearers", which states in section 6 "Election Procedure (a) a vote must be taken at the meeting by secret ballot";
3) calls on the MEC for local government to redo the election of office bearers under the auspices of the IEC, since the municipal manager did not apply the correct procedures to such election; and
4) further calls on the MEC personally to intervene in the situation, remembering that this municipality has just come out of an administration period of more than two years and so that this council can start its new term on the moral high ground.
