The Public Service Commission (PSC) derives its mandate from sections 195 and 196 of the Constitution, 1996 and the Public Service Commission Act, 1997. It is an independent and impartial body, created to promote the values and principles contained in Section 195(1) of the Constitution throughout the Public Service, as contained in section 195(2) of Constitution, 1996. It also has the power to investigate, monitor and evaluate the Human resource practices of the Public Service and make recommendations to the executive in accordance with adherence to section 195 (1) of the Constitution. The PSC must report at least once a year to Parliament.
