Mr A C Steyn (DA) to ask the Minister of Communications:
1) Have the 124 persons without personnel files highlighted in the Price
Waterhouse Coopers audit of the SA Broadcasting Corporationâs (SABC)
staff in 2013 been identified; if so, (a) were they (i) employed via
authorised recruitment and employment procedures and (ii) appointed to
approved posts, (b) what are their job descriptions, (c) for how long
have they been on the SABCs payroll and (d) what is the latest total
annual remuneration paid to these persons;
(2) What action is being taken to (a) regularise or (b) terminate their
employment if they were employed outside authorised employment
procedures?

REPLY:
I have been advised by the SABC as follows:-
1) (a) Yes, the 124 persons have been identified.
(i) Of the 124 files stated as missing in the PricewaterhouseCoopers
report, 106 have since been found within the SABC personnel filing
system. All 106 personnel files contain valid contracts of
appointment/letters of appointment. For the remaining 18 employees,
where no personnel files have been found, further investigations are
continuing.
(ii) 120 of the identified employees are currently employed in
approved positions on the SABC Human Capital Services (HCS) system.
Four employees have since resigned from the SABC.
(b) The attached list of job titles provides an indication of what the
incumbents jobs are. A summary of each employee's job description can
be compiled and provided if required.
(c) Please see attached list for years of service.
(d) The total remuneration for the 120 employees still in the employ
of the organisation amounts to R 28.8-million per annum as at 28
February 2014.
2) (a) Where a need for regularisation becomes necessary, the SABC is
open to exploring that option.
(b) If any case of non-compliance with the applicable policies,
including recruitment, is uncovered, appropriate action will be
taken, following all labour relations processes.
